Don’t let a developer’s vision of an over-crowded PCMR become our reality

UPDATE: On January 19, 2023, PEG Companies withdrew their application for the Park City Mountain (PCM) Base Development.

We thank everyone for their investment of time and money in our fight to improve the PEG proposal or have it denied. Without the support of our community, the proposed project with excessive building heights, an insufficient circulation and parking plan, safety issues for pedestrians and ski school access and limited open space would perhaps be under construction today.

Our organization is not opposed to a well-designed and responsible project which adheres to the Land Management Code and benefits visitors, business owners and residents of Park City. As the development rights remain, RRAD is committed to being on the lookout for a new application. Rest assured it will be reviewed with the same critical eye.

Developer Plans for Park City’s Base Mountain Parking Lots

A proposal for the development of the entire parking lot area (four parcels) at the base of Park City Mountain Resort was submitted by PEG Development in February 2020. The proposed development replaces our PC charm with buildings including parking ranging from 71’ – 103’ high. We’re working to insure the Planning Commission and Park City Municipal only approve a plan which adequately addresses congestion, traffic and pedestrian safety as well. The proposed development by PEG deviates from the original 1998 DA in several ways including building heights, setbacks, view corridors, and traffic circulation as well as pedestrian connectivity and safety. Get involved; help preserve the beauty and charm of Park City!

PEG’S Over-Crowded Development

Excessive Height / Dorm Style Architecture

Over 100 feet in places both overwhelming and incompatible with the surrounding neighborhood and area.

Excessive Density

Significantly exceeds (2-3-times) what is currently permitted in zoning.

Obtrusive Parking Structure

Unapproved above ground parking adding to overall building height.

Increased Gridlock

Lengthened commute and circulation times for the resort and Park City; limited ingress / egress options further contributing to spill-over into surrounding neighborhoods.

Lack of Pedestrian Access & Safety

Vehicle/pedestrian conflicts and increased risk for injuries and fatalities. No pedestrian tunnel or bridge.

Insufficient Shuttle and Guest Drop-Off

Decreased street level drop off and only temporary drop off in garages at peak arrival times. Inadequate shuttle drop-off located at furthest point from resort entry point.

RRAD’s Responsible Development Vision

Design to Compliment Resort Landscape and Lifestyle

Asks Planning Commission to uphold the original 1998 DA with Mountain Contemporary style buildings.

Responsible Development

Recommends less units that blend into the mountain base and provides more open space for quality of life and healthy living.

Planned Parking

Requests thoughtful parking planning to compliment PCMR and provide an adequate number of parking spaces for day skiers and other resort amenities and services.

Safety and Reduced Traffic Planning

Partners with local Transportation Department to create increased bus service or shuttle service to reduce traffic.

Pedestrian Safety and Planning

Asks for increased sidewalk space and pedestrian access planning giving consideration to pedestrian bridges or tunnels to ensure a safe passage while creating a more inviting PCMR walking experience for locals and visitors alike.

Increased Public Transportation

Encourages additional plans to partner with local Transportation Department to create increased bus service or shuttle service with dedicated lanes to improve the rider experience and reduce congestion.

Consequently, the next meeting date is unknown but anticipated to be September 14th, 2022 at the earliest.

About RRAD

Responsible Resort Area Development Coalition

RRAD was formed, not to oppose development, but to help promote thoughtful development that benefits the broader Park City community. We believe the development of the Base Area represents a unique and historic opportunity to reshape the future, not just of PCMR, but of our entire City. Approval of this proposed development is anticipated in 2022/2023 and the impact will be felt for generations.

It is our responsibility to stand together to ensure the development of the Base Area enhances the lives, property values and businesses now and into the future. We are asking the Planning Commission to address serious concerns surrounding the proposed PEG development of PCMR including: incompatible building heights, increased traffic, pedestrian safety, public transportation, shuttle drop-off, insufficient parking, reduced open space and narrow sidewalks. It is imperative the plans allow only a responsible number of units be developed to create a balanced community plan which also takes into account our natural resources such as water.

It will take every one of our voices to stand up and insist that the Park City Planning Commission listen and respect the community’s desire to maintain the beauty, safety and quality of life that we cherish in our town. Together, through responsible and thoughtful development, we can create a world class village at the base of PCMR that is exciting and beneficial for everyone in our community as well as our guests!

This video was put together by Responsible Resort Area Development (RRAD) to encourage you to contact the Planning Commission via email or virtual meeting participation if you share any of RRAD’s concerns. We are not anti-development; we just want it done in a way that benefits the community and not only the developer. To highlight, the existing surface lots will all have either condos, parking and/or a hotel developed in the space and the increase in traffic and overall density will be phenomenal. It could have a serious impact on the quality of life for residents and those who choose to visit Park City.

FAQ

Is RRAD against improving the PCMR Base Area?

Absolutely not! We are not anti-development. In fact, we believe the PCMR Experience can be improved with development, it just needs to be done in a way that compliments the existing resort center and has a net benefit to the community and visitors alike.

Who is RRAD?

RRAD is a group of residents and second homeowners who have concerns specifically regarding the increase in traffic, density, building heights and pedestrian/bike connectivity and safety.

When will construction begin?

Due to the continued efforts by RRAD to make this a better project, construction is not expected to commence until at least 2024. The project is expected to take 5-7 years to complete.

Why is RRAD seeking donations?

RRAD has hired Attorney Nicole DeForge to clearly identify and present to the Planning Commission the legal aspects of the proposal which deviate from existing development agreements, the Land Management Code and the General Plan. Deviations pertain to building heights and setbacks, view corridors and pedestrian access as well as overall traffic circulation and parking calculations.

Are donations tax deductible?

RRAD is a 501c6 and donations are not deductible on individual returns. Please seek the guidance of a tax professional with regards to deductibility for businesses.

Which view would you prefer?

Park City Mountain Contemporary or Big City High Rise

Towering buildings. Diminished views. Narrow sidewalks. Increased traffic congestion. Don’t let this become the future of Park City. We do not oppose development, but believe together, through responsible development, we can create a world class village at the base of PCMR that is exciting and beneficial for residents and visitors alike!

Preserve PCMR, Keep Informed

RRAD is working hard to keep the community informed on the approval process of the proposed development, the agenda for upcoming Planning Commission meetings, and other relevant information so our community can continue to grow responsibly and maintain the Park City vibe! It will take every one of our voices to stand up and insist that the Planning Commission uphold the 1998 Development Agreement, current code and ordinances and align with the PC Vision 2020 study to maintain the beauty, safety and quality of life that we cherish in our town.
